1.a.1. Aims and Objectives of the Nomination
Batik as an expression of art, culture and economy is the principal identity of Pekalongan City. Therefore, Long Term Development Plan of Pekalongan City 2005-2025 in City Regulation No.15/2009, establishes a vision of PEKALONGAN, CITY OF BATIK: ADVANCED, INDEPENDENT AND PROSPEROUS.
In brief, batik is the art of producing textiles by a process of making dots and lines on cloth with hot wax, using special pens called canthing, or copper stamps called canthing cap, to resist dyeing. The wax is carefully applied to the cloth according to the desired patterns and motifs, and the cloth is dipped into a cold dye bath. The dyed cloth is then immersed in hot water, removing the wax. Parts of the cloth which were not covered with wax will have accepted the dye colour. The process is repeated as many times as the number of colours desired. A wide variety of patterns and motifs is developing continuously according to the creativity of designers, especially in Pekalongan City. The symbolism of the patterns and motifs is related to various ethnic communities, life cycles, and the flow of history. Each piece of batik hand drawn or hand stamped using the wax method is a unique work of art, not merely a machine mass-produced coloured textile. Pekalongan batik is always produced as a home industry.
The declaration of batik as the principal identity of Pekalongan City was by City Regulation of the Mayor of Pekalongan and the City Council No. 5 of 1982, regarding Pekalongan the City of Batik, as the motto of the people and government of Pekalongan City in developing the community, the city and their environment. This indicates mutual awareness of cultural and artistic heritage having deep roots in Pekalongan City. Historically, batik has been known in Pekalongan City for centuries. Presently, batik craftspersons and entrepreneurs are spread over most of the neighbourhoods of Pekalongan City.
In 2009, batik cultural heritage was officially recognized by UNESCO through the decision of the 4th Meeting of the Intergovernmental Committee for Safeguarding the Intangible Cultural Heritage in Abu Dhabi UAE on 2nd October 2009. Indonesian Batik was inscribed on the Representative List of the Intangible Cultural Heritage of Humanity. During the same meeting, Education and Training in Batik Cultural Heritage for Elementary, Junior, Senior and Vocational High School and Polytechnic in Collaboration with the Batik Museum in Pekalongan was recognized and inscribed by UNESCO on the Register of Best Practices for Safeguarding Intangible Cultural Heritage.
Aware that batik as an artistic and cultural expression has become part of the cultural heritage of the world, the government and community of Pekalongan City were motivated to carry out various efforts to safeguard and develop the art, craft and culture of batik on a systematic and continuous basis, with participation of batik stakeholders. These efforts include development of arts, social and cultural infrastructure to enable ongoing maintenance, growth and development of batik artistic products, crafts and culture, following the developments of the age, and creating systems to enable regeneration among batik craftspersons and artists.
In order to strengthen and optimize strategies and approaches which could safeguard batik arts, crafts and culture and enhance potential to develop batik as a creative economy to advance the prosperity of the people, the government and community of Pekalongan City see the need to become actively involved in the UNESCO Creative Cities Network, in the category of Crafts and Folk Arts, to optimize and advance the Creative Cities Network through sharing of information and learning.

1.a.3. Vision and Mission of Pekalongan City towards Acceptance as a Member of the
          Creative Cities Network
 The long term development vision represents the aspirations of all stake holders in Pekalongan City, which will be needed and which will serve as a direction and guide for the execution of development over the next 20 years. Based on analysis of strengths, weaknesses, opportunities, basic capital and various strategic issues faced by Pekalongan City, the Development Vision of Pekalongan City as formulated in Municipal Regulation No. 15 of 2009 is “PEKALONGAN, CITY OF BATIK, ADVANCED, INDEPENDENT AND PROSPEROUS.”
This vision states the enthusiasm, resolve, commitment and lines of endeavour of the government and people of Pekalongan to continue to continually maintain, safeguard, and develop the art, craft and culture of 'Batik' in Pekalongan City. Thus the identity that Pekalongan is Batik, and Batik is Pekalongan can be preserved and developed, so that batik may not only serve as an expression of art, craft and culture, but also become a strength of creative economic motivator which can push Pekalongan City towards prosperity of the people.
In relation to the programme for nomination of Pekalongan City as a member of the Creative Cities Network in the category of Crafts and Folk Art, the vision to be upheld and manifest is ”PEKALONGAN THE WORLD'S CITY OF BATIK.”, with 8 supporting missions as follows:
  1. To safeguard the tradition of batik as a potency of art, craft and economy of the people of Pekalongan City.
  2. To strengthen institutions and supporting power of science and technology for education, safeguarding and development of batik.
  3. To develop social, cultural and economic infrastructure which is conducive to the safeguarding and development of batik.
  4. To push and strengthen the creative economy of batik through clusters and centres of batik.
  5. To increase efforts to promote batik on local, regional, national and global levels.
  6. To develop collaborative networks with stakeholders in the batik industry (Academic, Business and Government), on local, regional, national and global levels.
  7. To push the development of a batik industry which is environment friendly (green economy).
  8. To develop and utilize advancements in information and communication technology in an integrated manner for development of the batik creative economy.
